- Add carrots, broth, onions, spices, and beef to a pot. Boil for 30 minutes. Taste and adjust spices to your liking!
- Melt the butter and add flour and make a Roux make it a loose roux. Stir till smooth
- Spread the casserole into a 9x13 baking pan.
- Add roux in and mix thoroughly
- Add parsley and pepper on top bake for 40-45 minutes.
